FBR E-Invoicing in Pakistan: What Businesses Need to Do

PakistanFBRE-InvoicingFinanceCompliance
The short answer: FBR now requires sales-tax-registered businesses in Pakistan to issue digital invoices integrated with its system through a licensed integrator (or PRAL). The integration itself is usually the easy part — the real work is getting your invoice, customer and product data clean enough to send. The schedule has changed several times, so confirm your own deadline with FBR or your tax adviser.

What is changing?

FBR (the Federal Board of Revenue) is moving sales-tax-registered businesses from ordinary invoices to digital invoicing integrated with FBR's system. Instead of issuing an invoice that only lives in your own books, your system connects — through a licensed integrator or PRAL (Pakistan Revenue Automation Limited) — so invoices are reported to FBR in a structured, electronic form.

The rules, as they stand (reported)

The framework has been revised more than once, so treat the specifics as a planning guide and confirm the current position with FBR:

  • It began with SRO 709(I)/2025, which mandated electronic integration for sales-tax-registered persons under the Sales Tax Act, 1990.
  • That was superseded by SRO 1413(I)/2025 (reported 1 August 2025), which reset the registration, testing and go-live schedule.
  • A later schedule (SRO 1852(I)/2025, reported 24 September 2025) set staggered go-live dates — reported as from 1 November 2025 for public companies, businesses with turnover above Rs 1 billion and all importers, through to 31 December 2025 for other registered persons — with a further notification extending scope to certain retailers.
  • Sales Tax General Order 01 of 2026 clarified operations, including letting a business engage more than one licensed integrator.

  • Reporting also indicates that, following the Finance Act 2026, FBR can suspend or blacklist a registration for failing to integrate, and that e-invoices can be amended or cancelled only within 72 hours through the FBR system — after which changes need Commissioner approval. Because sources disagree on exact dates, confirm your category and deadline with FBR or your tax adviser.

What this actually means for your systems

Two things have to be true: you need a licensed integrator (PRAL offers integration free of cost, and other licensed integrators exist) to connect to FBR, and you need clean, structured invoice, customer and product data to send through it.

To be clear, we are not a licensed integrator and do not replace one, and we do not give tax advice. Where we help is upstream — getting your order, inventory and invoice data into one consistent shape so connecting to FBR through an integrator is a small step, not a rebuild.

    Where businesses get caught out

The scramble near a deadline is almost never the integration. It is the data behind it:

  • Invoices live in spreadsheets and PDFs, not structured records.
  • Customer and product details are inconsistent across tools.
  • Several manual steps sit between a sale and a finished invoice.

  • A finance and accounting system that holds this data in one place turns go-live into a connection step. For shops and traders, the same applies at the counter — a POS and inventory system that records every sale cleanly is what feeds correct invoices in the first place. (Certain retailers were brought into scope based on withholding tax collected under sections 236G and 236H of the Income Tax Ordinance.)

    How to get ready now

  • Put invoice, customer and product data in one source of truth.
  • Make sure it is structured enough for a licensed integrator to consume.
  • Automate the manual steps around invoicing so nothing depends on re-typing.

  • This is the same groundwork the Gulf markets are going through — see UAE e-invoicing in 2027 and ZATCA Phase 2 in Saudi Arabia — and we work across Pakistan and the Gulf.

    FAQ

Does my business have to integrate with FBR?

If you are registered for sales tax, very likely yes. FBR has required sales-tax-registered persons to integrate invoicing through a licensed integrator, with scope extended in stages. Confirm your own category and deadline with FBR or your tax adviser.

Do I need to buy new software?

You need a licensed integrator (PRAL provides integration free of cost) to connect to FBR, and clean, structured data to feed it. We help with the data and systems side so that connection is straightforward.

    Are you a licensed integrator?

No. We are not a licensed integrator and do not replace one, and we do not give tax advice. We get your invoice and customer data ready and automate the manual steps around invoicing.

What happens if we do not comply?

Reporting indicates that, since the Finance Act 2026, FBR can suspend or blacklist a non-compliant registration. Confirm the current penalties with FBR or your tax adviser.

    Where to start

If your invoices still run on spreadsheets, getting that data structured now is the real preparation for FBR digital invoicing. Tell us about your business and we will map what to tidy before your deadline.
